Pennsylvania updates construction code to adopt new international standards

Beginning January 1, 2026, the Pennsylvania Uniform Construction Code (PA UCC) will be updated to adopt the 2021 International Codes (I-Codes) with amendments. There will be a phase-in period for these changes from January 1, 2025 through June 30, 2026.

During this transition, if a design or construction contract was signed before January 1, 2026, permits may still be issued under the existing 2018 codes. However, applications for such projects must be submitted by June 30, 2026.

After June 30, 2026, all permit applications will need to comply with the amended 2021 I-Codes.
