Senator Joe Picozzi and Representative Joe Hogan have announced plans to introduce new legislation aimed at providing tax credits for Pennsylvanians seeking to improve their physical health and support youth sports participation. The proposed bills are intended to address the rising costs of gym memberships and youth sports, which can be a barrier for many families.

One bill would establish a Physical Health Improvement Tax (PHIT) Credit, allowing Pennsylvania taxpayers to claim up to $1,000 in expenses related to gym and health club memberships. The PA Fitness Alliance, representing health and lifestyle clubs across the state, has expressed its support for the PHIT bill. Linda Mitchell, Executive Director of the PA Fitness Alliance, stated: “The PHIT bill is a smart, proactive investment in preventive health that makes physical activity more accessible for Pennsylvania families while helping reduce long-term healthcare costs across the Commonwealth.”

The Health and Fitness Association also voiced its backing for the legislation. In a statement, it said: “The Health & Fitness Association applauds Sen. Joe Picozzi (District 5) and Rep. Joe Hogan (District 142) for introducing the PHIT Credit, a policy that prioritizes physical activity as a cornerstone of preventive health. This legislation promotes healthier lifestyles, reduces long-term chronic disease risk, and strengthens Pennsylvania’s public health system.”

A second measure would offer parents of primary and secondary school students a tax credit of up to $3,000 to help offset qualifying expenses associated with youth sports participation. Lawmakers say this initiative aims to make physical activity more accessible—especially for working families balancing financial constraints with supporting their children’s involvement in healthy activities.

“This is about helping families prioritize health,” said Senator Picozzi. “Gym memberships and youth sports can be expensive, but they are investments in the long-term wellness of our communities. We are encouraging healthier lifestyles across the Commonwealth.”

Representative Hogan highlighted additional benefits from regular exercise: “exercise and youth sports teach discipline, teamwork, and confidence. By making it easier for families to afford these opportunities, we are helping children build lifelong healthy habits.”

Co-sponsorship memos have been circulated among lawmakers as sponsors prepare to introduce formal language for both proposals.
